TOPFAS Instructor for NATO with security clearance

The NATO Communications and Information Academy (NCI Academy) in Oeiras, Portugal, seeks a contractor to provide TOPFAS (Tools for Operations Planning Functional Area Services) Subject Matter Experts (SMEs). The primary responsibility is the delivery of TOPFAS training, management of course iterations, and the development and maintenance of all related training materials, including e-learning content.
The role also includes providing TOPFAS usage mentoring to personnel from NATO Command and Force Structures, NATO member Ministries of Defence, and Partner Nations. Additionally, the contractor will be involved in testing TOPFAS software and submitting detailed bug reports.
Training delivery will be primarily conducted at the NCI Academy in Oeiras, Portugal, with optional delivery at other NATO or national locations as required.
Responsibilities:
Ensure successful delivery of TOPFAS training iterations at the NCI Academy in Oeiras, online, and as Mobile Training Team (MTT) events.
Develop, adapt, and update TOPFAS training material in line with the latest version of the TOPFAS system.
Provide effective TOPFAS mentoring at the NCI Academy and support customers from the NATO Command Structure, NATO Force Structure, NATO member MODs, and Partner Nations.
Conduct successful testing of new TOPFAS software releases based on User Acceptance Tests as directed by the TOPFAS project manager or designated task leader.
Manage TOPFAS iteration delivery both in-house and as Mobile Training Team events.
Essential Qualifications & Experience:
Fluency in English and ability to read and write technical and user documentation.
Advanced knowledge of TOPFAS Version 7, including TOPFAS OMT, OPT, SAT, CAT and TWP.
TOPFAS Trainer course qualification for SAT, OPT and CAT, and with in-depth experience of TOPFAS course delivery.
Experience in delivery of TOPFAS User Courses (OPT, SAT, CAT) not less than 3 years.
Experience in update and creating training content not less than 3 years.
Advanced knowledge of word processing and graphics presentation tools.
Working knowledge of spreadsheets, e-mail Clients and Web Browsers.
Working knowledge of videoconference tool and Learning Management System.
Deep knowledge and experience of NATO's doctrine and standards relevant to Operations Planning.
Knowledge and experience with NATO Command Structure and NATO Force Structure.
Experience with development of technical documentation, training materials and instructional aids not less than 3 years.
Experience working in an International environment with Military and Civilian elements not less than 3 years.
