To provide expert-level support for the implementation, configuration, operational management, development, and training of Microsoft Power BI solutions within the NATO Business Application Centre (NBAC). The specialist will ensure the secure, reliable, and efficient delivery of business intelligence services, supporting data-driven decision-making across NATO entities through high-quality data visualization, platform administration, and end-user enablement.

Responsibilities:

• Platform Implementation & Configuration
  • Deploy, configure, and harden Power BI Report Server (on-premises) and potentially Power BI Service (SaaS) in alignment with NATO security policies and architectural standards.
  • Plan and execute secure ADFS claims-based authentication setups and ensure compliance with change control procedures.
• Platform Administration & Support (ITIL L2/L3)
  • Provide ongoing Level 2 and Level 3 support for the Power BI platform, including incident, problem, change, and service request management.
  • Monitor system performance, backups, logs, and conduct performance tuning.
  • Collaborate with infrastructure and database teams to resolve cross-service issues and ensure platform resilience.
• Development & Data Integration
  • Design, develop, and maintain interactive Power BI dashboards, reports, and semantic data models.
  • Build and optimize ETL pipelines using authorized tools (e.g., SQL Server, KNIME, Oracle Data Integrator, Java).
  • Write complex SQL queries for accurate data extraction, transformation, and loading (ETL), adhering to NATO data classification rules.
• Security, Accreditation & Documentation
  • Support the security accreditation process with NCIA Security Authorities.
  • Develop and maintain comprehensive documentation, including Installation & Configuration Plans, Standard Operating Procedures (SOPs), and architectural artefacts.
  • Ensure all deliverables are stored in designated configuration management repositories (e.g., CMDB).
• Knowledge Transfer & Training
  • Develop and execute a Knowledge-Transfer Plan for NBAC staff.
  • Conduct end-user training sessions (classroom and virtual) and create clear training materials.
  • Provide ad-hoc technical mentoring to Power Users to enable self-service dashboard development.

Essential Qualifications & Experience:

• At least 5 years of proven, recent and relevant experience as a consultant on large implementation projects of business application, with a strong understanding of Power BI and DWH architecture, components, functionalities and Oracle and Microsoft Databases.
• At least 5 years of proven knowledge and experience of installation, configuring, administering, troubleshooting and maintaining Power BI Reports Server.
• At least 5 years of proven working experience in MS SQL Server (2014 and higher) and or Oracle databases
• Prior experience of working in Agile development methodologies.
• Experience developing complex SQL queries and ETL.
• Data Modelling and Design experience. Proficiency in designing normalized and denormalized data models, star/snowflake schemas.
• In depth knowledge and extensive experience with Power BI, including data modelling, DAX, and dashboard design.
• Proven work experience of Level 2 and Level 3 support—including incident, problem, change, and service request fulfilment—using ITIL processes and service-management tooling.
• Strong analytical and problem-solving skills with the ability to analyse complex data sets.
• Excellent communication and interpersonal skills, with the ability to explain technical concepts to both technical and non-technical audiences in English.
• Strong project management and organizational skills.
