Power BI Platform & Operations Specialist for NATO with security clearance

We are seeking an experienced Power BI Specialist to support the NATO Communications and Information Agency (NCIA) in operating, developing, and maturing Microsoft Power BI services across NATO enterprise environments. This role sits within the NATO Business Application Centre (NBAC) and focuses on ensuring a secure, high-performing, and well-governed BI platform for both on-premises (Power BI Report Server) and cloud (Power BI Service) deployments.
Responsibilities:
Platform Administration & Support
Provide expert-level configuration, tuning, and optimization of Power BI Report Server (on-prem) and Power BI Service (cloud) to ensure performance, reliability, and security.
Deliver ongoing Level 2/3 operational support, including monitoring of backups, logs, performance, dataset refresh status, and usage metrics.
Perform planned patching and upgrades for the on-premises Power BI instance (2–4 times per year) in alignment with NATO security and release authorization standards.
Collaborate with infrastructure and database teams under Operational Level Agreements (OLAs) to resolve incidents and performance issues.
Configure and maintain secure access, including ADFS claims‑based authentication for Power BI Report Server (desired).
Development & Dashboard Delivery
Design and deliver up to 4 interactive Power BI dashboards, including new workforce/HR dashboards and migration of an existing dashboard from another reporting platform.
Apply appropriate data modelling (star/snowflake schemas), DAX calculations, and user-friendly visualizations with standard interactivity (filtering, slicing, drill-down).
Contribute to BI architecture, data modelling guidelines, coding standards, and best practices documentation.
Service Management (ITIL)
Manage incident, problem, change, and service request tickets in alignment with SLA targets (response and resolution times for P2–P4 incidents).
Participate in change management, including impact assessments for patching, upgrades, and configuration changes.
Produce and maintain operational runbooks, SOPs (upgrade, incident response, onboarding, capacity management, etc.), and knowledge base articles for Level 0/1 support.
Training & Knowledge Transfer
Develop and deliver a formal Knowledge Transfer Plan for NBAC staff, including end‑user training sessions (remote and in-person).
Provide clear training materials, conduct classroom/virtual training, and maintain attendance records.
Offer ad‑hoc technical mentoring to Power Users to enable self-service dashboard creation.
Reporting & Continuous Improvement
Produce a monthly operational report covering platform metrics (uptime, refresh success rates), support KPIs (incident volumes, SLA compliance, top issues), and usage metrics (active users, report usage).
Participate in daily stand-ups, retrospectives, and planning meetings.
Work with the Service Delivery Manager to achieve performance-based KPIs (response time, resolution time, reopen rate, availability, service request fulfilment).
Essential Qualifications & Experience:
Total Experience: Minimum 5 years as a consultant on large‑scale business application implementations (project descriptions required)
Power BI Platform: Minimum 3 years with Power BI Report Server (on-prem) and Power BI Service (cloud), including configuration, administration, troubleshooting, and maintenance
Power BI Development: Minimum 3 years in data modelling, DAX, and dashboard/report development
MS SQL Server: Minimum 5 years with MS SQL Server (2014 or higher) , including complex queries and ETL processes
Data Modelling: Minimum 2 years proficiency in normalized/denormalized models and star/snowflake schemas
ITIL Service Management: Minimum 2 years in Level 2/3 support within ITIL-based environments (incident, problem, change, request management)
Agile: Minimum 2 years working in Agile environments
Soft Skills: Strong analytical, problem-solving, and process-oriented mindset; ability to communicate with technical and non‑technical stakeholders; ability to work independently and in teams; produce high‑quality technical documentation (SOPs, runbooks)
Language: Full professional proficiency in English (C1 or equivalent)
