Obsolescence Management Support for NATO with security clearance

We are looking for an Obsolescence Management Support Specialist to join NATO's Engineering Management Office (EMO). In this role, you will help shift the way we manage hardware and software lifecycles from reactive firefighting to proactive, intelligence-driven planning. Your work will directly support mission-critical communication and information systems, ensuring they remain reliable, secure, and supportable for years to come.
Responsibilities:
You will be responsible for building and implementing a complete obsolescence management framework. Here is what that looks like in practice:
Process Framework: You will inventory all existing obsolescence-related processes, identify gaps, and recommend improvements. This involves interviewing stakeholders, running workshops, and documenting everything in clear, structured formats.
Dependency Mapping: You will create visual maps showing how systems, services, and components depend on each other. This helps us understand where obsolescence in one area could create cascading failures elsewhere.
Process Modelling: Using BPMN 2.0, you will model our highest-priority processes to make them repeatable, trainable, and ready for future automation.
Standard Operating Procedures (SOPs): You will write clear, actionable SOPs focused on managing unplanned obsolescence. These will be used by teams across NATO to handle obsolescence consistently.
Risk Management: You will build and maintain a consolidated Risk Log that tracks financial, operational, and technical risks. You will also develop early-warning systems and dashboards to alert leadership before problems escalate.
Data Pipelines & Integration: You will build secure data pipelines to pull information from CMDBs, logistics platforms, ERP systems, and OEM sources. You will ensure all data is accurate, auditable, and compliant with NATO security policies.
Essential Qualifications & Experience:
Experience
7+ years in data engineering, data architecture, or lifecycle data management
2+ years working in NATO, defence, or multinational secure environments
2+ years using data orchestration tools like KNIME
2+ years with Power BI Desktop or equivalent visualization tools
2+ years with SQL for data architecture
2+ years with ServiceNow and Enterprise Business Applications (EBA)
Technical Skills
Strong proficiency in SQL and Python
Experience with distributed data processing frameworks like Spark or Kafka
Strong ETL/ELT development skills
Data modelling, metadata management, and data quality frameworks
Experience integrating data from CMDBs, logistics systems, ERP platforms, and OEM sources
Familiarity with obsolescence data (end-of-life, end-of-service, vendor roadmaps, supply chain risks)
Understanding of CIS architectures and configuration management
Ability to work within strict cybersecurity and accreditation constraints
Education & Certifications
MSc in Data Engineering, Systems Engineering, Cybersecurity, or Defence Technology (OR a BSs in a related field, OR 6+ years of extensive experience in lieu of a degree)
ITIL Foundation (highly valued)
ServiceNow Administrator certification
Oracle ERP-EBS and SaaS (SCM) certification
Power BI certification
