Business Services Project Manager for CDT Capability Coherence Section for NATO with security clearance

The Business Services Project Manager will lead and coordinate the Business Services Program within the CDT Capability Coherence Section. This role is central to NATO’s 2026 priorities: digital transformation, cloud migration, and becoming a data-centric organization. The manager will drive coherence and modernization of enterprise business services across NATO’s 50+ civil and military bodies, supporting over 25,000 users.
Responsibilities:
Project Management, Stakeholder Management and Communication Management
The contractor will drive alignment and collaboration across NATO’s enterprise initiatives and business services, ensuring coherence and increased effectiveness across all organizational entities.
Managing projects and initiatives: Execute project and program management of business services initiatives. Ensure delivery of scope within time and budgetary constraints.
Stakeholder management: Engage regularly with stakeholders across NATO entities, including Finance, HR, Procurement, Legal, and others, to promote synchronized efforts toward harmonizing enterprise business services.
Documenting: Develop and maintain documentation artefact necessary for any of the outlined tasks.
Managing risks: Maintain risk and issue registries, propose mitigation measures, and address challenges to enhance the successful delivery of business services transformation.
Leading the Business Services Transformation Office
The contractor will act as the main lead for the Business Services Transformation Office to ensure streamlined processes and operational excellence across NATO entities.
Office operationalization: An initial setup will be required to ramp up the Transformation Office. This involves outlining the objectives, identifying and putting in place the resources, and defining the methods of working.
Leading the office: Be the lead of the transformation office and main PoC within CDT for the Business Transformation across NATO Enterprise.
Business Services Advisory (SME Role)
The contractor will provide expert advisory support on business services, implementation of large ERP programs, and relevant business transformation initiatives.
Providing CDT staff with ad-hoc advisory on topics within the domain of business services, ERP implementation, and relevant technology considerations based on industry experience and best practices.
Essential Qualifications & Experience:
Mandatory
• Demonstrated relevant experience (8+ years) in the area of Digital Transformation, specifically in Business Services (HR, Finance, Procurement), and large-scale ERP implementation programs.
• Proven experience in program management and project management.
• Proven experience in delivering ERP and Business Services projects delivering clear value in large international organizations, including data platforms.
• Strong ability to interact with, manage, and influence senior executive stakeholders.
• Strong communication skills in English with the ability to develop (in written-form) and present complex concepts in a clear and succinct manner.
Desirable
• Experience working in NATO and understanding of relevant NATO policy.
• Experience with market solutions in the domain of business services and ERP.
• Experience with commercial cloud provider platforms and/or on-premise cloud platforms.
• Proven ability to navigate complex multi-national environments (e.g., NATO/military contexts)
• Understanding of Enterprise Architecture frameworks (e.g., TOGAF), IT Governance (e.g. COBIT) and service management (ITIL).
