Senior Project Manager for NATO with security clearance

The Senior Project Manager is responsible for the end-to-end management of medium-scale projects, ensuring their successful delivery within agreed cost, time, quality, and resource constraints. This role requires strong leadership, stakeholder engagement, risk management, and contract oversight, as well as the ability to drive continuous improvement and support organizational objectives.
Responsibilities:
Project management
• Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects.
• Provides effective leadership to the project team.
• Adopts appropriate project management methods and tools.
• Manages the change control process and assesses and manages risks.
• Ensures that realistic project plans are maintained and delivers regular and accurate communication to stakeholders.
• Ensures project and product quality reviews occur on schedule and according to procedure.
• Ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are formally accepted, by appropriate stakeholders.
• Monitors costs, times, quality and resources used and takes action where performance deviates from agreed tolerances.
Stakeholder relationship management
• Identifies the communications and relationship needs of stakeholder groups.
• Translates communications/stakeholder engagement strategies into specific activities and deliverables.
• Facilitates open communication and discussion between stakeholders.
• Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans.
• Provides informed feedback to assess and promote understanding.
• Facilitates business decision-making processes.
• Captures and disseminates technical and business information.
Additional duties for this post:
Project Management
• Contribute to other project activities in support of higher roles Project Managers (from project initiation to project closure).
• Provide regular accurate Project status reports Change Management
• Investigates, manages, and applies authorised requests for changes to base-lined requirements, in line with change management policy.
• Identifies where changes are required, evaluates the impact, and advises stakeholders about the implications and consequences
Contract Management
• Oversees and measures the fulfilment of contractual obligations in coordination with assigned contract officer
• Uses key performance indicators to monitor and challenge performance and identify opportunities for continual improvement.
• Develops strategies to address under-performance and compliance failures, including the application of contract terms in coordination with assigned contract officer
Additional Responsibilities:
• Selects appropriately from, and assesses the impact of change to applicable standards, methods, tools, applications and processes relevant to own specialism.
• Maximises the capabilities of applications for their role and evaluates and supports the use of new technologies and digital tools.
• Contributes specialist expertise to requirements definition in support of proposals.
• Shares knowledge and experience in own specialism to help others.
• Maintains an awareness of developing practices and their application and takes responsibility for driving own development.
• Takes the initiative in identifying and negotiating their own and supporting team members' appropriate development opportunities and contributes to the development of others.
• Applies Security, privacy and ethics principles to own work and to the operation of the organisation. Engages or works with specialists as necessary.
Deputise for higher grade staff, if required Perform other duties as may be required.
Essential Qualifications & Experience:
Education:
A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post.
Experience:
• Recent experience (at least 3 years) in Project management of acquisition and / or development projects for a large organization
• Strong experience in Project Management tools, managing cost and labour
• Relevant experience in leading a cross functional team, preferably in international environment
• Relevant experience in project administration (resource management, project financing and budgeting)
Training/Certifications:
A recognised formal Project Management qualification, such as PRINCE2 or PMP. The lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain.
Education, Experience and Training (desirable):
Experience:
• Proven success as a project team manager/leader in Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) acquisition projects;
• Project Management automation (ServiceNow (SNOW)) and work collaboration tools experience;
• Knowledge of NATO or national governmental acquisition policy and procurement procedures;
• Prior experience of working in an international environment comprising both military and civilian elements;
• Knowledge of NATO responsibilities and organization, including ACO and ACT.
