Requirements Manager for NATO with security clearance

We are seeking a strategic and influential Senior Requirements Manager to lead the definition, analysis, and governance of complex capability requirements for large-scale NATO initiatives. This pivotal role bridges operational needs, business strategy, and technical delivery. You will be responsible for planning and driving the entire requirements lifecycle - from scoping and stakeholder engagement to baseline establishment and change control. Leveraging advanced business modelling techniques and change management principles, you will ensure that capability developments are aligned with strategic objectives and stakeholder needs.
Responsibilities:
Requirements Lifecycle Leadership: Plan, drive, and govern the end-to-end process for large-scale initiatives - including scoping, definition, prioritization, baseline establishment, and change control -using adapted industry methods and tools.
Strategic Analysis & Modelling: Advise on and produce advanced business models to support strategy, developing bespoke solutions for complex contexts while ensuring team output quality.
Change Management Strategy: Define, communicate, and lead the execution of organisational change management approaches for major transformations, establishing feedback loops to measure success and drive maturity.
Senior Stakeholder Facilitation: Act as the primary liaison and negotiator with senior stakeholders, building strategic relationships, securing agreement on needs/priorities, and managing engagement to support project delivery.
Essential Qualifications & Experience:
Experience in operational, capability, user and system requirements management.
Effective communications orally and in writing, with excellent briefing skills and the ability to produce
Desirable Experience:
- Domain knowledge of AirC2 or C2 related capabilities, products, operational concepts, processes and activities;
- Knowledge of NATO responsibilities and organization, with a focus on ACO and ACT;
- Knowledge of change management, requirements and project management;
- Knowledge of NATO 2030 strategy;
- Knowledge of emerging disruptive technologies (EDT) in support of Command and Control (Artificial Intelligence, Hypersonic weapons…).
