Senior Oracle Applications Functional SME for NATO with security clearance

The Fins Application Service is an integrated service which provides support for oracle E-Business Suite based software for different business processes such as finance, acquisition and travel process across NATO (ACO, ACT IMS). We are seeking a highly experienced Oracle Applications Functional Subject Matter Expert (SME) to provide Level 2 and Level 3 support, expert guidance, and consultancy for existing applications while also offering expert guidance and consultation on continuous improvement changes and ongoing projects when required.
Responsibilities:
Application Ownership & Support: Act as the functional owner and primary point of expertise for assigned Oracle EBS Financials and Purchasing modules.
Incident & Problem Management: Log, track, and resolve support incidents using the helpdesk ticketing system. Provide timely 2nd and 3rd line support, ensuring resolution within agreed service levels (SLA). Investigate root causes of complex problems.
Requirements & Solution Design: Lead the gathering, analysis, design, and documentation of new business requirements and change requests. Develop functional specifications and collaborate on technical designs.
Testing & Quality Assurance: Ensure full lifecycle testing (unit, integration) of changes before User Acceptance Testing (UAT). Develop test plans and scripts.
Documentation: Develop, review, and maintain high-quality documentation including requirements, functional design, test cases, user guides, and knowledge base articles.
Project Collaboration: Actively contribute to cross-service line projects requiring Oracle EBS integration, providing functional expertise and estimates for development efforts.
User Engagement & Training: Provide expert guidance, training, and clear communication to users on best practices. Promote self-service to reduce support dependency.
Vendor & Issue Management: Escalate complex technical issues to Oracle Support or internal teams as necessary, and follow up to ensure resolution.
Continuous Improvement: Proactively identify opportunities for system and process optimization based on best business practices. Stay current with Oracle technologies and trends.
Essential Qualifications & Experience:
A minimum of 15 years of practical experience with Oracle E-Business Suite R12.X Financials and Purchasing application of which at least 10 years with Oracle E-Business Suite R12.2 including but not limited to:
a) experience with Oracle General Ledger, Accounts Payable, Accounts Receivable, Cash Management and Sub-Ledger Accounting;b) experience with E-Business Tax, Purchasing, and Fixed Assets business flows and setups plus their implications at General Ledger level;
c) Experience with budget accounting (summary account, budgetary control configuration), encumbrance accounting, accrual accounting and experience of Public Sector accounting processes;
d) Ability to perform a range of Financials associated duties (reconciliation, consolidation, revaluation);
e) Understanding month-end and year-end processes of predefined sub-ledgers and General Ledger;
f) Understanding all aspects of Finance related reporting, including but not limited to identification of appropriate standard reports and the development of any additional reports required;
g) Thorough understanding of bank reconciliation process and use of electronic banking payment formats;
h) Knowledge of and experience with all different finance approval workflows (Accounts Payable, Purchasing, General Ledger);
i) Experience with tools that work close together with Oracle EBS like Appdefend, Wands, More4Apps Wizards is a must;
j) Experience with Oracle EPM, APRO Invoice Automation and Kyriba is a plus;
The last work experience must demonstrate a 36 months sustained period of performance on the previous 2 most recent assignments.
Experience working both in a functional role on a project as well as delivering support in operations and maintenance.
Strong problem-solving skills, full proficiency in English, and a passion for customer service
