Senior Officer, Resource & Portfolio Management for NATO with security clearance

Step into a pivotal role at the heart of NATO's technological backbone. As a Senior Officer in Resource and Portfolio Management (RPM), you will be the strategic linchpin for planning, monitoring, and optimizing the financial, human, and project resources that power the NCI Agency's critical missions. You will translate organizational strategy into executable plans, ensuring our portfolio of projects and services delivers maximum value and aligns with NATO's overarching defense and security objectives.
Responsibilities:
Strategic Portfolio Management: Lead the definition, planning, and monitoring of a complex portfolio of programmes, projects, and services. Engage with senior managers to ensure alignment with business objectives, identify issues, and drive corrective actions.
Business & Resource Analysis: Investigate complex business situations, conduct root cause analyses, and develop actionable recommendations for improvement. Perform workforce gap analyses and contribute to strategic workforce planning to meet future demands.
Governance & Support: Provide expert support to project control boards and assurance teams. Guide project managers on planning, scheduling, and tracking methodologies, and provide a cross-programme view on risk, finance, and change.
Control & Reporting: Participate in evaluating and enhancing internal controls. Lead the development and reporting of Key Performance Indicators (KPIs) and manage critical inputs into agency-wide planning and coordination processes.
Essential Qualifications & Experience:
A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience. Or exceptionally, the lack of a university
degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive
expertise in duties related to the function of the post
Work experience and elementary financial knowledge on funding streams and resource planning and levelling budgets.
Work experience in resource management, including the planning for and allocation of costs and resources.
Prior experience using SNOW and EBA a plus.
