Principal Project Manager for NATO with security clearance

As a Principal Project Manager, you will be the driving force behind the planning and execution of complex, mission-critical CIS (Communications and Information Systems) projects that underpin NATO's operational readiness. You will navigate the full project lifecycle, from initial concept and competitive procurement to seamless implementation and stakeholder transition, ensuring that every initiative delivers on time, within budget, and to the highest standard of quality. This is not just project management; it is steering the technological backbone of the Alliance.
Key Responsibilities: Lead, Deliver, Influence
End-to-End Project Leadership: Take full ownership of major CIS projects, managing time, cost, and quality from the initial Invitation for Bid (IFB) phase through to final delivery and closure, using Prince2 and PMI best practices.
Strategic Stakeholder Engagement: Serve as the primary interface between NCIA, NATO commands (ACO/ACT), and industry partners. Represent the Agency in high-level committees, providing clear briefings to senior management and ensuring alignment across all stakeholders.
Team Leadership & Financial Governance: Motivate and guide cross-functional project teams while meticulously controlling budgets and resources using enterprise tools (ServiceNow, EBA) to ensure financial integrity and optimal resource allocation.
Risk, Quality, and Continuity: Proactively manage project risks, issues, and changes. Maintain the integrity of NATO systems by liaising with other Project and Programme Managers, ensuring all deliverables are coherent and sustainable.
Essential Qualifications & Experience:
A Master's degree at a nationally recognised/certified University in a related discipline with 5 years post related experience. Or a Bachelor's degree with 8 years post related experience.
A recognised project management qualification (such as Prince2 Practitioner, Managing Successful Programmes (MSP), Project Management techniques based upon PMI Knowledge area or Agile, and recent extensive experience (at least eight years) in the Project Management of major communication and/or command and control/management information system for a large organisation. The lack of formal project qualification may be compensated by the demonstration of expertise in the domain.
Experience in applying multi-discipline engineering and management techniques in the acquisition of complex communication and information systems.
Proactive attitude in seeking and maintaining trust from stakeholders.
Proven ability to communicate effectively verbally and in writing in English with good briefing skills.
Desirable:
- Extensive experience with project planning toolsets, preferably Service Now.
- A recognised Service Management qualification (such as ITIL Foundation, ITIL specialist courses).
- Experience in private and/or public cloud infrastructure deployment, user and application migration projects (IaaS, PaaS, SaaS) and transition of projects to services and operations.
- Experience and certification in Agile Project Management (Agile PM, Scrum).
- Experience and certification in Service Management (i.e. ITIL V3 or V4)
