Principal Assistant (Finance) for NATO with security clearance

The Principal Assistant (Finance) provides dedicated support for financial planning, execution monitoring, and internal controls within NISC. The role assists in budget preparation, monitors financial performance, and ensures proper accounting of resources to support the execution of the NCI Agency Business Plan.
Responsibilities:
Planning and Budgeting
Assist in preparing and updating the Business Execution Plan for O&M Operating Costs.
Prepare the Quarterly Annual Financial Report (QAFR) and provide inputs for Customer Rates and Service Rates.
Assist in preparing and maintaining the NISC procurement plan in coordination with Service Owners.
Performance and Execution Monitoring
Assist in NISC financial execution and in-year reviews by monitoring financial targets.
Identify urgent actions to rectify deviations and cover all funding sources.
Provide analysis and management reports on revenues, costs, variances, productivity, and cost control.
Monitor expenditures against all funding sources and proactively resolve discrepancies.
Monitor Purchase Orders for externally sourced workforce and maintain a corresponding dashboard.
Guide and monitor BA staff in identifying service costs and managing their projects in ServiceNow.
Internal Control
Review and validate project Price Proposals for OE services from a financial perspective.
Manage and control EBA Fund tasks such as admin travel.
Align resource allocations with NISC business plans through approved prioritization processes.
Ensure NISC resources are sufficiently planned and maintain discipline in booking effort against actual workload.
Secure timely processing of non-billable time cards and complete timesheets for NISC resources.
Essential Qualifications & Experience:
A minimum of 5 years of relevant professional experience.
Experience in the use of Microsoft Excel, Word, PowerPoint, and SharePoint.
Excellent command of spoken and written English, with a proven ability to communicate effectively orally and in writing.
Additional Valued Qualifications (Preferred)
Some experience in budgetary planning and management.
Some experience in resource planning and personnel management.
An awareness of Project Management methodologies such as PRINCE II or PMP.
Analytical skills.
Some understanding of cost accounting.
Prior experience working in an international environment comprising military and civilian elements.
Experience working in a customer funding environment.
Experience in documenting or improving business processes.
Experience in liaising with internal and external staff and the ability to build relationships across the business.
Knowledge of the NCI Agency is desirable.
