Business Data Analyst for NATO with security clearance

The NCI Agency requires a Business Data Analyst (Financial) to manage and optimize data assets. The analyst will develop plans, policies, and practices to control, protect, and enhance the value of organizational data. The role involves data management, programming, modelling, engineering, science, business intelligence, visualization, and user experience evaluation to support financial and operational decision-making.
Responsibilities:
Develop and implement data management plans, policies, and practices.
Devise and implement master data management processes for specific data subsets.
Assess data integrity from multiple sources and advise on data transformation between formats/media.
Maintain and implement information handling procedures and apply formal data/metadata structures.
Design, code, verify, test, document, amend, and refactor moderately complex programs/scripts using agreed standards and tools.
Monitor, report on progress, identify issues, and propose practical solutions related to software development.
Investigate enterprise data requirements, plan data modelling/design activities, and provide advice on data structures.
Design, implement, and maintain complex data engineering solutions and pipelines.
Investigate problems and datasets to assess the usefulness of data science/analytics solutions.
Apply data science techniques, acquire/integrate data, develop hypotheses/methods, and evaluate models.
Support business intelligence needs, investigate reporting requirements, and select/apply BI tools and techniques.
Apply data visualization techniques, design data visuals, and operationalize/automate visualization production.
Evaluate design options/prototypes, test usability/accessibility, administer evaluations, and analyze user feedback.
Check systems/products for adherence to standards and evaluate usability of existing/competitor systems.
Essential Qualifications & Experience:
A minimum requirement of a relevant degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience. Or exceptionally, the lack of a university
degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive
expertise in duties related to the function of the post.
Demonstrable experience as a Data Analyst, Data Scientist, or similar role, or experience performing these functions roles as part of another job.
Demonstrable experience with at least one programming language, such as Python, R, or C#.
Experience with commercially available or open source data visualization tools, such as Power BI, Grafana or R Shiny.
Experience with SQL and relational databases, such as SQL Server.
Experience with user experience KPIs and reporting.
Desirable Experience and Education:
Prior experience of working in an international environment comprising both military and civilian elements;
Knowledge of NATO responsibilities and organization, including ACO and ACT.
Training & Certifications: ITIL Foundation, DevOps Foundation and certifications proving the
competency level in programming/software development skills.
